Regulation on the Scientific Council

BUKHARA INNOVATIVE EDUCATION AND MEDICAL UNIVERSITY

REGULATIONS OF THE ACADEMIC COUNCIL

These Regulations define the procedure for organizing the activities of the Academic Council of Bukhara Innovative Education and Medical University in accordance with the Laws of the Republic of Uzbekistan “On Education” (Bulletin of the Oliy Majlis of the Republic of Uzbekistan, 1997, No. 9, Article 225) and “On the National Programme for Personnel Training” (Bulletin of the Oliy Majlis of the Republic of Uzbekistan, 1997, No. 11–12, Article 295), the “Regulations on Post-Graduate Education” approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 28 December 2012 “On Measures to Improve the System of Certification of Post-Graduate Education and Highly Qualified Scientific and Scientific-Pedagogical Personnel”, the “Regulations on Higher Education”, as well as the Model Regulations on the Academic Council of Higher Education Institutions (Appendix to Order No. 487 of the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan dated 3 December 2011) and LICENSE No. 222841 of 12 February 2024 issued by the Cabinet of Ministers of the Republic of Uzbekistan (issued by the State Inspectorate for Supervision of the Quality of Education on 28 July 2022 under No. 033430 on the basis of the requirements provided for by Resolution No. 80 of the Cabinet of Ministers of the Republic of Uzbekistan dated 21 February 2022).

I. General Provisions:

  • To consider the main issues related to the activities of Bukhara Innovative Education and Medical University, the Academic Council of Bukhara Innovative Education and Medical University is established under the chairmanship of the rector of the university.
  • The Academic Council of Bukhara Innovative Education and Medical University consists of the rector of the university, the Vice-Rector for Academic Affairs, the Vice-Rector for Youth Affairs and Organizational Work, the Head of the Department of the Spiritual and Psychological Support Centre, the Head of the Internal Control and Monitoring Department, heads of chairs, as well as the faculty members of the university.
  • Other members of the Academic Council of Bukhara Innovative Education and Medical University are elected at a general meeting of the faculty by secret ballot. The number of members elected to the council from among the faculty staff is determined by the order of the rector. Prominent scientists and specialists of Bukhara Innovative Education and Medical University working on the problems of a particular field may also be included in the council. The term of office is 5 years.
  • The composition of the council of Bukhara Innovative Education and Medical University is approved by the order of the rector. At the beginning of each academic year, new members are elected or included in accordance with the regulations to replace those who have left the Academic Council for various reasons.

II. Goals and Objectives of Bukhara Innovative Education and Medical University:

  • The goal of the university council is to direct the efforts, intellectual potential and all other possibilities of the university community to ensure the implementation of the tasks defined by the Law of the Republic of Uzbekistan “On Education” and the “National Programme for Personnel Training”, and to train professional specialists possessing perfect knowledge, skills and competencies at the level of the requirements of the State Educational Standard of higher education.

III. The Council of Bukhara Innovative Education and Medical University:

  • studies the strict implementation of state educational standards, curricula and programmes in accordance with the National Programme for Personnel Training and establishes recommendations and instructions on priority issues;
  • hears reports of the directions on academic and spiritual-educational work, on the activities of scientific societies under the university, on the results of the admissions committee, as well as on the needs of the labour market for graduate specialists identified by the marketing service and on cooperation with customer organizations and makes appropriate decisions;
  • discusses the implementation of plans for research and spiritual-educational work, as well as issues of retraining and advanced training of the faculty staff, and makes appropriate decisions;
  • approves annual and long-term development plans of Bukhara Innovative Education and Medical University, discusses the results of material and technical supply and financial and economic activities, and makes appropriate decisions;
  • makes decisions on the opening, closing and changing of directions, as well as on the launch or termination of personnel training in new bachelor’s directions and master’s specialties, taking into account the proposals of the marketing service;
  • in accordance with the Regulations “On the Procedure for the Admission of Pedagogical Staff to Higher Educational Institutions on a Competitive Basis”, conducts an introduction on competitions held to fill positions of the faculty staff;
  • reviews the documents of applicants seeking the academic titles of professor and associate professor and, in the established manner, submits them for approval of the academic title;
  • discusses issues of ensuring the English language proficiency of graduates and faculty of Bukhara Innovative Education and Medical University, formation of basic skills in the use of computer technologies and the Internet, and determines appropriate measures;
  • discusses issues of providing the educational process with study literature, preparation and publication of new generation textbooks and study aids, as well as educational and methodological complexes based on the application of innovative educational technologies;
  • recommends candidates to universities as senior researchers-applicants, approves their individual plans and dissertation topics;
  • recommends candidates from among gifted students and faculty staff for internships at foreign higher education institutions through various foundations;
  • recommends candidates from among the gifted students of the university to participate in the competition for the State Scholarship of the President of the Republic of Uzbekistan and nominal state scholarships;
  • jointly with the sports foundation develops measures to further improve the physical education and health of students;
  • discusses issues of developing corporate cooperation with main customer organizations, enterprises and institutions, strengthening the material and technical base, as well as improving the effectiveness of qualifying practice of students, and develops recommendations for their improvement;
  • decisions are made on establishing relations of foreign countries with Bukhara Innovative Education and Medical University;
  • hears reports of leaders on the activities of small enterprises, firms and courses engaged in educational services and makes appropriate decisions;
  • determines measures to improve safety techniques and labour protection of students and staff of Bukhara Innovative Education and Medical University;

IV. Organization of the Activities of the Council of Bukhara Innovative Education and Medical University:

  • The Academic Council of Bukhara Innovative Education and Medical University carries out its activities in accordance with the plan developed for each academic year. The plan of the Academic Council is approved by the rector of the university after consideration by the council.

The Academic Council is chaired by the rector of the university (founder). In the absence of the rector of the university, the Academic Council is chaired by the Vice-Rector for Academic Affairs.

On the recommendation of the Academic Council, a secretary of the Academic Council is appointed by the order of the rector of the university.

The secretary of the Academic Council maintains the documentation related to the activities of the Academic Council.

The Academic Council organizes its activities in accordance with the annual work plan.

General control over the implementation of the work plan and adopted decisions of the Academic Council is exercised by the Chairman of the Academic Council.

  • Decisions of the council on all issues related to academic, scientific-methodological, research, spiritual-educational and organizational work of Bukhara Innovative Education and Medical University are adopted in the order of open voting by a majority of votes. A meeting of the council is considered valid only if 2/3 of its members participate.
  • Competitions for filling positions of the faculty staff and presentations for the conferment of the academic titles of professor and associate professor are adopted by secret ballot in the established manner.
  • Decisions of the council come into force after their approval by the order of the rector of the university.
  • A meeting of the council is formalized by a protocol. The protocols are signed by the chairman of the council and the academic secretary.
  • The chairman of the council regularly arranges inspections of the implementation of the council’s decisions and informs the members of the Council about the implementation of the adopted decisions.

Chapter V. Procedure for Holding Meetings of the Academic Council and Making Decisions

5.1. Meetings of the Academic Council are convened as necessary, but at least once every 2 months. Meetings of the Academic Council are convened by its chairman.

5.2. The secretary of the Academic Council notifies the members of the Academic Council of the date, place and agenda items of the meeting at least two days in advance.

5.3. A meeting of the Academic Council is considered competent if at least two-thirds of the members of the Academic Council are present.

5.4. A meeting of the Academic Council begins with a discussion of the agenda. The agenda is put to a vote by the chairman of the Academic Council and approved. Members of the Academic Council have the right to submit proposals on the inclusion of a particular issue in the agenda.

5.5. At the meeting of the Academic Council, the secretary of the Academic Council keeps a protocol. The protocol is signed by the chairman of the Academic Council and the secretary of the Academic Council.

5.6. Decisions of the Academic Council are adopted by a majority of votes. In case of equal votes, the vote of the chairperson is decisive.

5.7. Decisions of the Academic Council are put into effect by orders of the rector of the university.

VI. Job Duties of the Secretary of the Academic Council:

  • in accordance with the work plan of the monthly meeting of the Academic Council of the university, to notify those responsible for the relevant areas about the preparation of draft decisions and to monitor this;
  • to ensure the participation of members of the Academic Council of the university in meetings of the Academic Council and to notify them of the day and time of the meeting;
  • to receive draft decisions of the Academic Council from those responsible in a timely manner and to formalize them;
  • after the draft of the decisions of the Academic Council is formalized and ready, to distribute it among all members of the council;
  • to carry out constant monitoring of the implementation of the decisions of the Academic Council;
  • in case of failure of those responsible to implement the draft decisions of the Academic Council, to submit a written or oral report to the chairman of the Academic Council;
  • to formalize the decisions of the Academic Council with a protocol. To ensure that the protocols are signed by the chairman and the academic secretary of the Academic Council;
  • to certify extracts from the protocols of all university documents that have been approved by the Academic Council;
  • in accordance with the decision of the Academic Council, to review the documents of applicants seeking the academic titles of professor and associate professor, submit them in the established manner for the approval of the academic title and send the documents to the Supreme Attestation Commission (HAC);
  • to certify extracts from the protocols on the topics of doctoral and candidate dissertations that have been discussed by the Academic Council;
  • to conduct and formalize competitions for vacant positions of heads of chairs, professors and associate professors by chairs through secret ballot;
  • to approve the list of scientific works of the faculty staff;
  • at the end of each academic year, to hand over the consolidated volume of the Academic Council’s protocols to the archive;
  • after the Academic Council’s plan has been reviewed by the Academic Council, to have it approved by the director;
  • to make changes to the work plan on the basis of the Decrees of the President of the Republic of Uzbekistan, Resolutions of the Cabinet of Ministers, Decisions of the Board and orders of the Ministry of Higher Education, Science and Innovations;
  • to constantly maintain the nomenclature of the consolidated volumes of the Academic Council and carry out monitoring of all documents.

Must know:

  • regulatory documents on conducting scientific work at the university, job duties established by ministerial orders, legislation on higher education, orders and instructional letters of the Ministry of Higher Education, Science and Innovations, the procedure for filling positions by the faculty staff on a competitive basis, the procedure for awarding academic degrees and academic titles.

Qualification requirements:

  • to know the resolutions on higher education, the Regulations on higher educational institutions, orders and instructional letters of the Ministry of Higher Education, Science and Innovations;
  • to know the instructions relating to higher education institutions, the Academic Council, the conferment of academic titles, as well as guiding and regulatory documents;
  • to have higher education;
  • it is necessary to know the procedure for filling positions by the faculty staff on a competitive basis;

Job Duties of the Secretary-Clerk:

  • to receive, register orders, directives and letters coming from higher bodies and divisions and bring them to their head;
  • to formalize documents related to the department (dean’s office) or chair and forward them to the relevant divisions;
  • to print, copy and register documents related to the department (dean’s office) or chair;
  • to register visitors of the department (dean’s office) and accept appeals;
  • to maintain the sanitary and hygienic condition and cleanliness of the chair or department (dean’s office) where they work;
  • at the end of each academic year, to hand over to the archive the consolidated volume of completed nomenclature documents of the chair or department (dean’s office).

Must know:

  • regulations and instructions on office work, internal rules of the university, rules and norms of labour protection, safety techniques, industrial sanitation and fire protection.

Qualification requirements:

  • to be proficient in working on a computer, typing, rules of spelling and punctuation, the procedure for placing material when printing various documents, rules for printing business letters using standard forms;

Job Duties of the Secretary of the Faculty Academic Council (performed on a voluntary basis):

  • in accordance with the work plan of the monthly meeting of the faculty council, to notify those responsible for the relevant areas about the preparation of draft decisions and to monitor this;
  • to ensure the participation of members of the faculty Academic Council in meetings of the Academic Council and to notify them of the day and time of the meeting;
  • to receive draft decisions of the Academic Council from those responsible in a timely manner and to formalize them;
  • after the draft of the decisions of the Academic Council is formalized and ready, to distribute it among all members of the council;
  • to carry out constant monitoring of the implementation of the decisions of the Academic Council;
  • in case of failure of those responsible to implement the draft decisions of the Academic Council, to submit a written or oral report to the chairman of the faculty council;
  • to formalize the decisions of the Academic Council with a protocol. To ensure that the protocols are signed by the chairman and the academic secretary of the Academic Council;
  • to certify extracts from the protocols of all faculty documents that have been approved by the Academic Council;
  • to conduct and formalize competitions for vacant positions of senior lecturers and assistants by chairs through secret ballot;
  • at the end of each academic year, to hand over the consolidated volume of the Academic Council’s protocols to the archive;
  • after the Academic Council’s plan has been reviewed by the Academic Council, to have it approved by the dean of the faculty;
  • to make changes to the work plan on the basis of the Decrees of the President of the Republic of Uzbekistan, Resolutions of the Cabinet of Ministers, Decisions of the Board and orders of the Ministry of Higher Education, Science and Innovations;
  • to constantly maintain the nomenclature of the consolidated volumes of the Academic Council and carry out monitoring of all documents.

Must know:

  • regulatory documents on conducting scientific work at the university, job duties established by ministerial orders, legislation on higher education, orders and road maps of the Ministry of Higher Education, Science and Innovations, the procedure for filling positions by the faculty staff on a competitive basis, the procedure for awarding academic degrees and academic titles.

Qualification requirements:

  • to know the resolutions on higher education, the Regulations on higher educational institutions, orders and instructional letters of the Ministry of Higher Education, Science and Innovations;
  • to have higher education;
  • it is necessary to know the procedure for filling positions by the faculty staff on a competitive basis.
